Hokkaido Higher Education and Research System is comprised of three universities: Otaru University of Commerce, Obihiro University of Agriculture and Veterinary Medicine and Kitami Institute of Technology.
Otaru University of Commerce
Since its founding in 1911, the University has upheld its mission of cultivating individuals of integrity who possess a broad perspective and specialized knowledge grounded in rich education and strong ethical values, and who are capable of playing leading roles in society. Guided by the motto “Practical Learning, Languages, and Dignity”, the University has nurtured graduates who are active both in Japan and around the world.
Through the “Hokkaido Universal University Initiative, which aims to ensure that no one in Hokkaido is deprived of access to higher education by 2030, the System is working in collaboration with universities and local governments across the region to establish a platform for addressing regional challenges and to create an education support fund.

Obihiro University of Agriculture and Veterinary Medicine
As Japan’s only national university dedicated exclusively to agricultural sciences, the University upholds the mission of advancing a tradition of practical scholarship through the creation and application of knowledge, and of contributing to regional and global communities by cultivating individuals who support food systems and safeguard livelihoods. Located in the Tokachi region of Hokkaido, known as one of Japan’s foremost food-production areas with an integrated environment encompassing food production through consumption, the University promotes education and research grounded in practical sciences in the fields of Agriculture, Animal Science, and Veterinary Medicine, with a focus on life, food, and the environment.

Kitami Institute of Technology
Located in eastern Hokkaido, the Institute is the only university specializing in engineering in the region. Although situated in an area traditionally supported by primary industries, it cultivates professionals capable of contributing to the fields of engineering and technology.
At the undergraduate level, the Institute educates engineers with a strong foundation in engineering fundamentals. The master’s program develops professional engineers capable of advancing applied technological development, while the doctoral program fosters highly skilled specialists able to pursue creative academic research. Guided by the slogan “Advancing Technology in Harmony with Nature”, the Institute also promotes research that leverages the unique characteristics of the region.
