By strengthening the education and research functions of the three universities that play a central role in practical scholarship in Hokkaido, Hokkaido Higher Education and Research System contributes to the advancement of higher education and academic research in Japan. In education, we cultivate individuals who can adapt flexibly to societal changes such as globalization, Society5.0, and the SDGs, and who are capable of taking leadership roles across a wide range of fields. In research, we take on challenges that contribute to the realization of a sustainable society through the creation of innovation.
The System has established the Integrated Information Center for Industry-Academia-Government-Finance Collaboration (IIC), which formulates interdisciplinary strategies that transcend organizational and academic boundaries among the three universities. The IIC works in collaboration with the Innovation Center for Education (ICE) and the Open Innovation Center (ACE) to address a broad range off challenges.
The IIC has established a One-Stop Service Desk to receive inquiries and requests from a broad range of stakeholders. The opinions and requests received through the One-Stop Service Desk are integrated with the activities of the ICE and ACE, and are analyzed using IR data and other relevant information to identify the issues that the IIC should address. To resolve the identified issues, strategies are formulated under the governance of the President. These strategies are shared with the ICE and ACE and implemented across the three universities in their education and research activities, thereby fulfilling the mission of the System. In addition, the IIC actively disseminates and promotes the outcomes achieved by the ICE and ACE, while strengthening the foundation for securing external funding and intellectual property rights.

The Hokkaido Regional Partnership Platform (HRP) was established within the Integrated Information Center for Industry-Academia-Government-Finance Collaboration (IIC). The Platform aims to build a network among Hokkaido Higher Education and Research System and its three universities, governmental and service agencies, and industry. With universities functioning as the core, it analyzes regional challenges, shares a common vision, strengthens collaboration to address these challenges, and disseminates relevant information to students and related organizations.
